When I was playing around with the Bonus Items the first time I used the Extra Card one it gave me Monster Reborn and afterwards I immediately checked the Card Catalog to see if it was an event exclusive or something

Monster Reborn is currently Extra Card item and Creator skill exclusive.

There is a skill where you can pull a powerful card, after losing so many life points,, forgot the name, but it's there, I saw reborn on it,

There are Monster Reborn-like cards in DL, but they have restrictions that tends to make them less desirable to use.

For example, Living Fossil can only revive a Level 4 or lower monster, and the monster becomes greatly weakened while it's on the field.

Then there are others which are Trap cards and relies on opponent's action for you to be able to use them, like Reject Reborn and Puzzle Reborn.

Living Fossil is actually kinda usable in basic Synchro/Xyz decks, since you can normal summon one monster, use Living Fossil to revive another, then use both monsters for Synchro or Xyz.
