A) Turn player priority still exists, even if it's no longer typically explicitly called as such. The only thing that changed at that time was being able to use Ignition effects in response to your own Summons.
B) He was clearly just using it as the word, not the specific YGO term anyway. The turn player's SRH pre-empts the opponent's. "Priority" is an appropriate word to use for that.
