Not totally. There is a 0.01% chance that your opponent uses the Creator skill of Pegasus and might get Raigeki or Harpies Feather Duster.

Seriously, I think that they might implement another skill which give access to those cards.

Indeed, they already did make tons of money selling old cards with the price as new ones in the game (look at people spending lots of dollars for Axe Raider). It did so right for them that they are doing it again with the rush duels format
