There's potential for a fun deck focused on summoning this guy. Just get VW-Tiger Catapult on the field and use Fusion Tag to treat another monster as XYZ-Dragon Cannon. Probably won't be consistent enough for serious competition, though, which is a real shame because this thing has great stats and effects.
You just need 1 fusion tag as long as you can get tiger catapult on the field with any other monster. Union scramble and frontline base make that a lot easier, but i agree that this would still be way too inconsistent for anything but a fun gimmick deck.
Just built a deck around it and was able to summon it multiple times. Not really that hard if you actually give it a try. The real problem is that you need a stupid amount of resources to pull it off, so you're one SRH/ECon/etc. play away from getting screwed.
XYZ and VWXYZ are the early release of union light machines. They'll get stronger on A to Z release in the future. That's when they can compete on serious competition that will overwhelm Cyber Angels and other traditional meta. Just like any other cards that were used used on the competition were weak too like XYZ because they had to wait for the new release to power up their cards to become meta.
