There has to be an additional condition. I just got 6700 playing against Sector Security.
Is there a minimum stage requirement? I haven't bothered to work on stage missions in 5DS yet. I am still on stage 2.
I'd imagine it's deliberately this way so situations like unlocking Crow aren't trivially easy.
Also, it's a REWARD multiplier, not a point multiplier. It does as advertised, it gives you triple the rewards your assessment would have otherwise awarded you (if you have enough reward slots).
