In my opinion, releasing a very strong (relatively cheap) deck, and then nerfing it (and almost killing it) isn't a good way to keep game balance. Nerfing has to be an exception, not a rule. Either making a medium consistency strong deck, or making cards to strengthen other decks consistency.
I'm afraid that each of the upcoming boxes will just come out with monsters with huge powers, more than previous ones, to keep an impression of creativity. In fact, such policy just take the fun out of the game.
