You need to have him unlocked as a playable character. The only way for this so far has been the Duelist Chronicles: Set Sail for the Kingdom event, which concluded last month.
I just recently started this game and have not played in any events yet all the characters you mentioned I have at my gate, and I even have unlock missions for them. I actually recently unlocked yugi muto this way too
