Is it possible to chain karma cut to this card being activated to be equipped on an Evil Eye monster?
Or does Selene grants target protection to an Evil Eye monster even if this spell didn't resolve yet?

This target protection is a passive effect. You cannot "chain before it resolves".
Once Selene is face up on the field it is over.
Hence why the UR status.
Else it would be like saying I chain providence to Amazoness Swordsman's passive effect. Which is dumb.

Everyone seems to be giving valid reasons as to why it would work and why it wouldn't.
Continuous-like effect, according to ruling, doesn't start a chain, so Karma Cut is chained to the activation of this card, instead of this card's effect.
And in that case, Karma Cut will resolve first before Evil Eye of Selene, therefore, Karma Cut works.
I guess this also answers my question on Saber Dancer. When she is summoned her untargettable effect is activated, but you can still chain to her a Karma Cut.
