Run Zwei over a copy of Cyber Dragon if you can’t afford 3. Definitely not as good, but passable for a tight budget

It can easily be competitive, especially with 1-2 copies of Twin Cyber.
You can substitute Cyber Dragon with Toon Cyber though if you want a non-fusion/Chimeratech deck instead, those are easy to get with UR tickets (and arguably, the only real good choice for UR tickets)
Real budget though is 3 Drei, since Zwei has less atk and requires a spell in the hand to become a vanilla Cyber
