Of course, both has similiar effect. Anatomy's requirement looks more difficult but Karakuri has ability to change their battle position.

It doesnt require the monster to be sent to the GY such as Destiny draw, and also it doesnt requires any action on the relevant monster such as changing its battle position. You can just summon one and then draw one card. If they limit Vyon due to its deck thinning feature, this card is much more than that.
