Well, there are already similar strategies out there: just think of Yubel decks. To be on the safe side, Konami could just make the Fool semi limited.

That wouldn’t be enough. Yubel you have to work towards and build your deck around, but The Fool you could just throw in with ease and stall because you can. Not healthy
