I think it's acceptable at the current power level of the game and the burn nerf, but without his fusion spell, it can create problems like neos fusion
I test dueled the level 40 Aster and got him to use the dragoon. As of now the burn damage is still the same. So it looks like they don't have any plans to give us this card right now.
Yeah, just checked again and you're right. They're probably getting ready for the tag duel. He has a skill in it called destiny end or something that will probably let him special summon the dragoon randomly and he might have it in his deck, too.
