I think it follows Jp or GMT time and it adjust automatically for other players in different time zone accordingly, so if it is 11:59am GMT when the box drops then it is not time yet.

Since few months ago, they looks like adjust the in-game date minus 1 day.
So always prepare to late 1 day because the earth is too wide to cover all countries in 1 time-specific game
