Just roaming, not unlockable, and you don't even gets to duel him. You just click the icon and he's defeated.

Okay, now that I turned on the game, I see that he actually is here on the 31st. But holy crap, he is everywhere! LMAO I am kind of disappointed that we can't duel him, though. With the way he yells, it looks like I'm just mugging him for gold.
