Level Up doesn't work to summon Lv 10 because its name isn't listed in Armed Dragon Lv 7's effect. You need to actually draw lv 10 to summon him.

nope level up works on armed dragon lv 7 to Lv 10 in the same way it works on Horus lv 6 to lv 8

Horus lv 6 actually lists lv 8 in its effect, that's why it works. Armed Dragon Lv 7 doesn't list Lv 10. Fun fact: that's also why you can use Lv Up to summon Silent Magician Lv 4 by sending Lv 8 to the GY.
