Some skills are not relevant at all, like Life Cost Zero is right next to Destiny Draw.
(OK judging by the placement of other skills, it's likely that you're right. But please don't crush my hopes and dreams of playing as the episodic villain possibly as sadistic as Yami Marik.)
Life Cost 0 is the last of the 'generic' skills, then Yugi's begin. But the fact that there's no divide between the skills makes figuring out who owns certain ones, like HideLP, difficult. It's between the known Marik and Pegasus skills. I'm leaning Marik, but Peggy isn't outside the realm of possibility.
But yeah, LP Cost Zero is a generic skill. Odion & Mako can learn it.

I've seen Odion use it on the rarest of occasions in the wild. I guess it depends on which character unlocks the skill first for that particular player?
But yeah, I feel ya. I'm hoping for Noah, despite absolutely no evidence to support it.
