It starts on top of the deck, not in the starting hand. This means that you pretty much lose a draw. It's not a significant nerf, it just slows you down.
The reason it is a nerf is because your starting with 1 less card on the field + your deck is getting bigger by 1 card when they add HHG to your deck + your opening hand is locked by 1 card.
In the beginning of a duel, You don't need HHG in your starting hand.
It would have been better if the game gave us 1 HHG copy similar to like 1 Toon Kingdom.
