I don't think REBD was ever meta. Red-Eyes Zombie Dragon was, though.

Also, really, I don't think "real" Red-Eyes cards will be meta. We're not getting Archfiend Black Skull Dragon or Flare Dragon, so they're still going to lack any particularly threatening monsters. Red-Eyes Fusion into Meteor Black Comet is probably less intimidating than Neos Fusion into Brave Neos.

Balance REBD with 3 Champion’s Vigilance WAS meta (tier 1 actually, second best deck after REZD) and it’s the deck that made Champion’s Vigilance got limited.

Just give us Black Stone of Legend and Ref-Eyes Retro Dragon with a new REBD fusion and it will be much more cool to play with.
It may become meta if we get Red-Eyes Fang With Chain
