Does the second line of text imply that it cannot be activated during opponent's turn?

No, it's a quick play spell after all.

Just means if you play it during your battle phase, you can only attack with that monster and nothing else.

So if your opponent flips a heavy defence monster into attack, you can use it to bolster that monsters attack points to maybe save it.

As mentioned below, it can be used on Big Shield Gardna to save him after he flips into attack position.
