In that episode she actually duels out of her own free will, it's just that the only on-screen duel we saw was when she gets possessed.
Also, Kotori does have a deck in other games. In Tag Force and World Duel Carnival, she runs an Agent deck featuring Archlord Kristya and, as expected, No. 49 Fortune Tune.
