Noob. This card effect only trigger when you use spell card that require LP cost on it's activation. Mauseleum doesn't pay any LP when it's activated for tge first time. Read the text carefully.

this card is effective to cards like Toon World where it says "pay XX life points", etc. not mausoleum where it is triggered only when you normal summon lvl5+ monsters
Uh, no, it actually is a cost. (Though not the cost to activate a Spell, just the effect of one.)
LP payments that AREN'T costs are incredibly rare. Archfiend Giant, Gishki Photomirror, Vampire Grimson and Clashing Souls are literally the only 4 that pay LP as an effect.
It doesn't work with Mausoleum because this card allows you to ignore LP cost to activate a Spell card. As in, the initial activation of the Spell card itself from your hand.
It does not ignore LP cost to use the effect of a Spell card that's already on the field.
