I don't think they plan to ever release it in a box. Or at least not for a very long time. Same with goyo. If you want to play it, just use the Akiza skill and put things in your deck to run through it faster since it makes it 22 cards. It's better than no BRD at all.
They would. But my only guess is that they are afraid of people combining it with stuff like forbidden dress or impenetrable attack. They aren't afraid of 22 cards, I guess.
Well impenetrable attack WOULD protect BRD if it was synchro summoned WHEN It's your battle phase, aka using urgent tuning, then activate its effect and then activate impenetrable attack
