I think it only works if you have NOT summoned a normal monster yet that turn - which makes it kinda useless...

That can you normal summon -_- if you already normal summon, that wont work

I thought so as well, but then how come the computer always summons a monster and THEN uses that in the same turn? Must be a bug of some sort

No it totally work with monster you normal summoned the same turn, I did it so many times, it must be a bug on your part. :/
