You can compare them: If the enemy summons an effect monster you can just order to charge it, before it can activate its effect.
So in Dino and vanilla decks I prefer order to charge, but in all other decks I prefer divine wrath
No you can't compare them, some effects activate on summon, or more commonly, on flip. You can't Order to Charge a 4-Star Ladybug of Doom, Hane-Hane, etc.
