It said in notifications that it is now, and idk about how Restart will be. I just know that Balance never "worked" like this for me before. Tons of duels before today and I always got two monsters and two traps or one trap and one spell in my starting hand. Now I am usually just getting one monster.
Unless July 18th is a mistype and gamea meant to say June 18th and that other skills won't get nerfed until June 26th. Maybe that is why Restart still works for you.
The news post is very clear. The changes happen upon updating to version 2.8.0. You will be forced to update to that version on the 26th if you haven't already.
