not bugged. The tuner's effect can only be activated if you have a Machine Synchro Monster whose levels equal to the total level of that tuner + the non-tuner you want to special summon. That's why the example deck above includes some Machine monsters with different level
I can confirm the "Crystron" Tuner monsters work perfectly fine. Check your Extra Deck and make sure you have a Machine-Type Synchro Monster you can Summon via their effect.
I would also like to point out that you can only use the Tuner and the non-Tuner it Special Summoned as Synchro Material. Essentially you can't Summon Quariogandrax via their effect because it requires at least 3 Synchro Materials.

You can only Summon a Synchro that requires 2 materials using their effects.
yeah I realized(read the effect again) it after I posted, it said it had to be using the monster summoned by their own effect and only that 1. So it couldn't make their own lv 9 on opponents turn to disrupt (no synergy) so I thought they were bugged.
