Something that doesn't make sense is how people can run 3 of these? It's a UR and takes forever just to get one. Aside from tickets is there any other way to get rarer cards faster?

A lot of those people with 3 Floodgate 3 WoD are whales.

A.k.a. people who spend tons of money on mobile games just so they can have the best stuff as fast as possible.

As the other anon said, those "losers" are the ones who finance the game and make F2P players still able to play the game for free. Some of the "whales" are actually good players too.

Implying Konami doesn't have enough money to keep this game going for quite a while as F2P with all the money they've wrung out of people over the years. They aren't EA bad by any means, but they sure are striving to be if the newest ""Metal Gear"" game is anything to go by.
