Why an effect of Gusto Falco is not activated?

I use it as Synchro material and for Tribute Summon, but I always said that I miss the effect of Gusto Falco. So what happen?

You miss the timing. The last event that occured was not "Falco being sent to the graveyard" but "X monster is synchro/tribute summoned." Card effects with precise timing as this are often denoted by the word "When".
