I can't seem to be able to get seismic shockwave to work. How do you get it to activate?

Although it didn't specify by battle or card effects, the word "except during damage step" is referring card effects that not trigger during damage step.
Because destroy by battle is always during damage step.
Some example of card that destroy not during damage step : widespread, Treacherous traphole, Offerings to the doom, Tribute to the doom, SSA, Donpa fur hire.
If not mistaken, sample of card effects that trigger during damage step is Michizure, Newdoria, Exploder dragon, and also sylvan marshalleaf that was excavated by Komushroomo when mushroom is attacked.
