Some Legendary Deulist are not activating?

I been working hard to get the requirements for Bandit Keith and Weevile to show up, but once I did enough battles in both categories. The game wouldn't record my battle data, so I turned off the game and turned it back on to find that I was over 50 legend battles and 100 standard battles and no event or anything popped up showing that I met the requirement for them to appear.

Any suggestions? or should I just contact the developers?

you might need to reach a certain stage before they requirements will count towards unlocking them, it's still kind of unsure. If you don't need to unlock them now then just keep playing.
