it doesn't keep your cerberus from being destroyed, that's only for itself.

If Mythical Beast Cerberus has spell counters on it, Than dies by an opponents card effect.

Magical Citadel has the power to add the spell counters to itself.

Normally the spell counters would disappear once the monster dies.

So in a way Magical Citadel can work with Mythical Beast Cerberus as a spell counter junk collector.

However, It will not boost Mythical Beast Cerberus attack or anything.

If you are trying to boost Cerberus attack, You should use Pitch-Black Stone.

Pitch-Black Stones allows you to move spell counters from the card to Cerberus making it stronger.
