as far as I have seen only Mako, paradox bros, mai, Pegasus and yami marik can get balance

Also Yami Yugi...Wheeler can't, his character is the opposite of balance.they did a good job in not giving him that skill!

most characters can get it. i think joey, tea, and odion are the only characters who can't get it. not sure about yugi muto
