In a 20 card deck with only 6 monsters, normally, you have ~80% chance of starting with a single one of them.

In a 30 card deck, you have a ~60% chance of starting with one.

This skill looks strictly useful for large decks.

In the other 20%, your starting hand is 100% monster free. But for the record, this is if you played skill-less. Assuming the MMC skill guarantees a monster in hand, it'll be a life saver in a 30 card deck, whereas if you have a 20 card deck, Balance would be a smarter skill.
