A SD is an Ex because it has lots of reprint UR/SR for many boxes. Not because of its power level.

This SD is valued in as an EX because it save you from digging 2 main box for 2 UR and 1 mini for 1 SR. Also 500 gems for Junk Warrior SD (which I already bought orz)

There's literally only one time in the anime where Yusei's opponent is outright shown to use a worse and cheaper deck than Yusei, and even then they managed to summon a boss card that almost made Yusei's team lost.
