That list is incomplete. I got a Melchid from one of mine. (I have 2 accounts). And yes, it was Melchid, not Grand Tiki Elder. (And looking at the comments there, I'm not the only one.) That being said, there likely isn't much missing, and given the similar reports, it's obviously a small pool.
Yes, it is still incomplete. Its updated frequently based on report of what people get though. Better than this site which lazily says 'Since most of R & N cards are useless, here we only show a list of available SR and UR cards' and never updating. Its also wrongly says Michizure is a possible card to get from the pack which is outright BS
