But we don't have access to DSF yet in DL, while PTMD requires running Equips, so while the materials are generic, the decks it can be run in, are more limited.
Cope. Power Tool doesn’t require running equips, it can activate his effect on an opponent’s equip. The problem is that this card here is level 1 so summoning him with it is hard to do considering the other Orcusts are level 4 and 3, and the Orcust-helping World Legacy is level 8. It can be made with 2x Papyrus and this card but I favor having 1 Papyrus, 1 Harp and this card for Dark End Dragon.
Cope. You don’t need to put him in an equip deck. He’s there in the extra deck, no one’s forcing you to summon him if your opponent has no equips. Summon him when your opponent does.
The thousands of staples that remove monsters or the equips make them hard to use. But if you manage to equip something to Power Tool he draws a card even if he leaves the field right after.
