I am at 19. 4-1 then win 3 more. Still have not max yet. Do I need to win 5 consecutives just like KOG climb?

Yes. Have fun losing to blackwings and dropping back from almost Dlvmax back to dlv17 because that's what happened to me

Anyone else tilting a lot? I was at 4 wins after DLVMax and then tilted with a loss streak back down to DLV18

For me so far I've only faced 1 Blackwing user, and it is cheap version I think. The player didn't use any Simoon, Gale or Whirlwind during the duel.

I fought mostly Darklords & Invoker.

I can confirmed that you don't need 5 consecutives. I just did hit dlvmax with almost situation as you are: I went 4-1 then I just need 2 more wins to reach max. Don't lose your hope!
