Cyberse doesn't necessarily means Links, this card alone is one of the examples of Cyberse monsters that do not deal with Links.

We already have XYZ ages ago, in Electric Overload box.

Heck, I think we already have that box before we got GX world, I forgot the exact time.

It's even the cover card of the box.
