It's his "can't be destroyed by battle" effect that makes it good and the reaosn it hasn't been released. Same as Phoenix enforcer.

Damascus the Polar Knight is way worse than Kalut, and yet it's a level-up reward and only at 1 copy.

We won't get Kalut anytime soon.

Phoenix Enforcer is just Konami being jerks. If they were that afraid of that effect, they never would have given us amazoness queen for free, and she is easy to bring back with amazoness willpower. But once the Phoenix Enforcers die, they are pretty much gone for good since it's a fusion.
