Yes. It will be affected by anything that does not "target" This includes Mirror Wall, WoD, Super Rush Headlong, Spellbook of Fate, Order to Charge, Drowning Mirror Force, and others.
Floodgate Trap Hole doesn't negate Summons. The effect of Obelisk that prevents cards being activated in response to its Normal Summon will prevent Floodgate Trap Hole, though. (But there's nothing stopping you from Floodgating an Obelisk that was Flip or Special Summoned.)
