If the Book of Moon was obtained with gems then it won't activate against Nightbean.
If the Book of Moon was obtained with money instead then you can activate your Karma Cut, then you can activate the Book of Moon in response to your own Karma Cut.
Those are the issues with nightbeam: your opponent can chain any other effect to it then they can chain the card you targeted. And of course it is not a quick-play spell
