Only in the late season climb, and even then there are likely better options. It's very hard for Shi-En to be worthwhile now when bigger beaters are summoned frequently and your opponent could just respond to you trying to negate with something like Fiendish Chain to permanently clog a space and not have to worry about it.
Very bad vs Thunder dragon and resonator, good vs onomat and maybe vs harpies if you go first with shie en and dual wield. Need more testing vs Gaia but possibly good.
Altogether not a favorable meta at the moment. And the ban list didn't nerfed what has to be nerfed.
