He's coming to the regular Gate with a set of (more than likely) onbnoxious & anyong missions to be unlocked by those who (for some reason) didn't got him in his previous 2 unlock events
You are correct, there is no actual pattern for roaming duelists events but generally after doing the same roaming duelist twice they are added to the gate.
