Here's my deck... I got 3 medrauts just with 9k gems, you can build any deck for free... you just have to play for a while.

The average price for 3 URs (big box) is around 10k gems, and FRANKLY!, you have to be damn unlucky to spend more than that and not get those 3 UR's.
I've tested it myself, not only once. Here's the proof, 1500 Gems = 1 Medraut
