No, it cannot. Mahad can only summon "Dark Magician", as in the exact monster, the vanilla one.

She can, but only if Toon DMG has been special summoned properly first (by tributing 1 monster while you control Toon World).

1st question: yes, Berry can.

2nd question: no, Toon DMG must first be special summoned by tributing 1 monster while you control Toon World.
