It's not a card you can really build around, why would it have tips? "Activate it when your opponent activates a Spell with a cost, and they'll have to pay it again" and "It works as a worse Magic Deflector in your own turn." aren't exactly super-necessary tips to include.
1) If you negate an opponent's Spell which would be useful for you, then returns to it's hand, and you use "Exchange" to steal it to your opponent.
2) In a deck focused on dealing effect damage based on the number of cards in hand7field (example: Secret Barrel, Des Koala, etc), you can return the Spell to the hand to increase the amount of damage.
3) You can return the negated Spell to the hand, and the you banish it or just discard it), alone or with the rest of your opponent's hand using "Trickstar Reincarnation","Card Destruction", etc.
