Don't use restart! Idk why people think this skill is good... You usually get a worst hand the second time. You should 100% use balamce instead of restart!
For ypur questiom, I think beat down is very situational and will only work when the Phoenix is on the field. But, because you should destroy it every time you can, you end up not using the skill that often, so I would recommend balance
I'm already kog and I use beatdown. The main reason is because with beatdown, you can even overpower red eyes or blue eyes. It's not situational at all. You just have to play this deck properly and you'll see that beatdown will save your 🔥 so many times against anything. The issue with restart is it will make you skip your battle phase (bc your biggest dude in this deck has only 2400 atk).
