After level 4, you need 1 tribute for every additional 2 levels. Since Silfer is a 10 level monster, you need (10-4)/2, which equals 3, tributes

Your WiFi might be glitching out, I find that connection to the free WiFi at TGI Fridays gets me plenty of luck summoning Slider, in fact I summoned multiples while there.
