Summary if I've understood correctly:
1. They're preventing recycle abuse with cards like Defusion and Synchro Back (sending to Extra deck won't count as leaving field).(Mokey's incoming finally?)
2. FLIPs like Subterror's got a small nerf e.g they have to be SUCCESSFULLY flipped so (Canadia boosted, Book of Moon incoming?).
3. Makes sense. If a special summon is NEGATED it doesn't count as a summon attempt e.g. you can still activate cards that say something like "you can only special summon once per turn".
4. Trap Monsters got a small buff e.g. they now ONLY take up the monster zone when summoned BUT can't return to the Magic zone (Tiki Soul) if there's no space.

The new ruling makes more sense.
It's similar to how certain card effects can fail to resolve properly, due to you removing their target before those effects can resolve. Which is actually mentioned in the rule change number 2.
Traps and spells are different than monsters...there is speeds for it

if you summon rose dragon and I decided to negate it is because i want to negate the effect and for the effect to be activated rose dragon needs to be summon
also as an example black wings now if they summon and you put them face down you cannot use their continuous spell affect, and that should not be correct.
the monster has to be summoned to get floodgate or canadia it meet the requirements..
if they want to apply new rules it should specify on the card..

Duel links is just fixing the right thing now. That anon above is right. If a monster is not successfully summoned or if a spell/trap is not successfully activated, it should not count. And there's ALWAYS a short time window before a monster is successfully summoned. That's why Jinzo's summon can be negated by Solemn Scolding or Champion's Vigilance.
Besides, Spell/traps has been working the same way as intended.
If you control both the Synchro Shi En and Great Shogun Shien, your opponent activates a spell and your Synchro Shi En negates it, that activation DOES NOT COUNT. Your opponent can activate another spell/trap.
For black rose dragon example:
Negating the summon and negating it's effect is completely different. Jinzo can be stopped by CV, Scolding but Void trap hole does nothing to it.
If black rose's summon is negated by CV, scolding, black rose did not even have a chance to activate it's effect. It is send to GY and cards like monster reborn cannot bring her back because IT IS NOT PROPERLY SUMMONED
