BE are currently not tiered so no. Konami only limit un tiered decks if they are not giving them much profit like when they hit Evil-eyes even the deck is not in tier list but getting tops in some tournaments even though it's cheap.
I agree blue eyes is free to play I tried a new account for it once and built it in 4 days without spending with a little help of 50% sale and Dream tickets for Cards od consonance and Karma cut. However some players will still just buy structure decks for BE so it's still giving Konami profit.
